Roundtable “Learning Fergana: From Ideas to Implementation” Brought Together Representatives of Government and Civil Society
On December 10, 2025, a roundtable titled “Learning Fergana: From Ideas to Implementation” was held in Fergana, organized by the DVV International Uzbekistan with the support of the NGO “Mehrjon.”
The event gathered representatives of the Fergana Hokimiyat, relevant ministries and agencies, state institutions, and non-governmental organizations working in the fields of education and support for vulnerable groups.Opening the event, it was noted that in early December 2025, Nukus and Samarkand joined the UNESCO Global Network of Learning Cities. This reflects the growing interest of the regions in the UNESCO international movement and in promoting adult education. Now Uzbekistan has four members of the Global Network of Learning Cities: Tashkent, Fergana, Samarkand, and Nukus. It was emphasized that the development of learning territories is a foundation for sustainable local development, and that active cooperation and partnership are essential steps toward this goal. It was highlighted that human capital development is a key priority for Fergana. The city has strong potential to become a center of lifelong learning, where every resident can gain new skills and opportunities for professional growth. Representatives of relevant government agencies stressed the importance of interagency cooperation. They underlined that integrating adult learning into urban development programmes contributes to increased employment, enhancement of life skills, and strengthened social resilience. Civil society partners expressed their commitment to supporting initiatives that engage residents in education, improve youth skills, and create new opportunities for development. The participants agreed to continue joint work on advancing Learning Fergana, including the development of recommendations in the form of a roadmap for the city administration to support active implementation of the learning territories concept. The DVV International Uzbekistan expressed its readiness to continue supporting this work and to strengthen cooperation with all partners for sustainable and inclusive regional development.
