Adult Learning and Education in Uzbekistan

DVV International is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e. V. (DVV), the German Adult Education Association. As the leading professional organisation in the field of adult education and development cooperation, DVV International has committed itself to supporting lifelong learning for more than 50 years across Asia, Africa, Latin America and Europe. 

The project approach is based on the overall objective of promoting a more effective and efficient adult education system that contributes to poverty reduction and sustainable development. Project activities are structured on three levels of micro, meso and macro. DVV International's work is based on the Sustainable Development Goals, especially SDG 4 (quality education), ensuring their realization through practical projects at the local level.

Areas of activity of the DVV Branch in Uzbekistan:

  • Promoting the creation of sustainable national mechanisms which allow to consider adult learning and education not as a separate sphere, but as a strategic resource for sustainable development, social inclusion and active citizenship.
  • Supporting institutional dialogue between government structures, civil society and international organizations to integrate adult education into the national sustainable development strategy.
  • Strengthening networking among governmental and non-governmental partners.
  • Facilitating exchange of experience and advisory support: organizing round tables, workshops and conferences in cooperation with the national and international partners to improve conditions in the education sector; providing opportunities for local experts to participate in national and international seminars and conferences on topical issues of adult education and lifelong learning.
  • Promoting the concept of lifelong learning: preparation and publication of materials emphasizing the importance of education in modern society.
  • Promoting and adapting the concept of “learning cities and territories” by supporting local and national initiatives aimed at developing educational infrastructure, inclusion and access to adult learning.
  • Assist in the organizational development of local partners, including staff training and support for organizational development processes.
  • Promoting innovative learning methods: modular programmes, competency-based approach, community learning.
  • Development of quality educational programmes for vulnerable groups aimed at increasing employment and social inclusion.

Partners: 
DVV International works in Uzbekistan with governmental, non-governmental, non-profit and international organizations. Important government partners include the National Commission of the Republic of Uzbekistan for UNESCO under the Cabinet of Ministers, the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, the Institute for the Development of Professional Education under the Ministry of Higher Education, Science and Innovation, Cultural Centers under the Ministry of Culture of the Republic of Uzbekistan, the Ministry of Employment and Poverty Reduction of the Republic of Uzbekistan, the Center for Educational Projects, and the Law Enforcement Academy of the Republic of Uzbekistan.

The non-governmental non-profit partners are public organizations: Republican Center for Social and Economic Development "SABR", Center for Social and Legal Support for Women and Children "Mehrjon" of Fergana region, Center "Kalb Nuri" of Jizzakh region, Surkhandarya Social and Educational Center "Barkaror Hayot", International Association of Business Women "Tadbirkor Ayol" Bukhara regional branch, Khorezm regional center for supporting women and children "Interbelim". 

International partners are the UNESCO Office in Uzbekistan, the German Agency for International Cooperation (GIZ), the Delegation of the European Union to Uzbekistan and others.
