Activities of KAEA at the beginning of 2021

At the beginning of 2021, within the framework of the project "Promotion and support of Adult Education at National and Local Levels and Diversification of Education Offers for Adults", supported by DVV International Kyrgyzstan, the Kyrgyz Adult Education Association implemented the following activities.

At the beginning of 2021, within the framework of the project "Promotion and support of Adult Education at National and Local Levels and Diversification of Education Offers for Adults", supported by DVV International Kyrgyzstan, the Kyrgyz Adult Education Association implemented the following activities:

1. Facilitation and finalization of the development strategy of KAEA for 2021-2025, and an action plan for the implementation of the strategy.

During a seminar on February 11, KAEA’s development strategy was finalized by members of the Management Board and the Executive Directorate of KAEA and with invited experts who had developed the KAEA strategy in December 2020. Based on a joint situational analysis, the group of participants agreed upon an action plan for the implementation of the development strategy of KAEA for 2021 – 2025, identifying the main trends and priority areas.

2. KAEA Annual General Membership, Reporting and Election Meeting on February 17, 2021.

The main topics of the meeting were the presentation of the heads of the Training Centers – Training Center "Bilim", the AEC (Adult Education Center) in Bishkek, and the Batken Training Center - LLC "IKRO and KA", who expressed their interest to become members of KAEA. The event was organized to learn more about these centers and get all the related information directly from the heads of the centers. The meeting helped facilitate the decision-making process for their admission to the Association. The members of the association agreed to hold a vote to accept new candidates for membership of the Association after the approval of the new edition of the KAEA Charter and the Membership Regulations. Following the meeting, a general vote was held for the new composition of the Management Board and the Audit Commission.

According to the KAEA Charter, the Management Board and the Audit Commission are elected for a period of 2 years. Starting from March 2021, the new members of the Management Board and the Audit Commission took up their duties. Furthermore, the KAEA plan for 2021 was presented at the general meeting, and work formats were discussed (contracts, membership fees, topics of civil and professional courses, etc.).

3. Two-day workshop on "Development of internal regulations and policies of the KAEA" on February 18 and 19 2021.

The purpose of the development of internal policy documents is to regulate the activities of the KAEA and members of the Association, as well as to create a regulatory framework for the conduct of office work and the conduct of corporate activities. These Regulations and Policies will allow KAEA and the members of the Association to develop in a constructive direction and to interact effectively with partners. Seven Regulations and Policies were brought into line and developed with the support of an external expert, considering the identified features, and the specifics activities of KAEA, namely:

1. Regulation on Personnel Policy

2. Code of Business Conduct

3. Statement in the field of the environment

4. Conflict of Interest Statement

5. Statement of transparency and Accountability

6. Membership Regulations

7. Accounting (financial) Policy

Also, amendments and additions were made to the KAEA Charter. Additionally, at the request of some of the training participants, with the assistance of an expert, the Regulation on the formation and application of tariffs for paid services by members of KAEA in the Kyrgyz Republic was brought into line.

4. Research on analyzing the training needs for adults, and assistance in the development of a strategic development plan for the Mady village administration (aiyl okmotu).

The research was carried out on the initiative of the Public Foundation "Danida", a member of the adult education association, in order to identify the need for training, as well as to assist their social partner Mady ayil okmotu in developing their strategy. Questionnaires were developed with the assistance of the KAEA Directorate. The Director of the Public Foundation  "Danida" held several meetings with social partners. 12 interviewers were selected to conduct a survey and trained on how to conduct interviews, as well as to support the collection and analysis of data. In each village of Mady ayil okmotu people were informed about Public Foundation  "Danida" and its educational activities in the city of Osh. The study covered more than 3500 people, which is more than 20% of the total adult population of ayil okmotu. The survey was conducted using two approaches: in kindergardens, in the evening, when parents came to pick up their children, as well as during a house walk on the basis of a random sample.

Currently, the KAEA Directorate is preparing an analytical report based on the survey data. Once completed, the publication will be available on the kaea.kg website.
