Following the successful workshop in Puttalam, DVV International Sri Lanka organised the second collaborative workshop on Service Delivery Pathways for NEETs (youth not in education, employment, or training) in Ampara District in July 2025.
The workshop brought together provincial and district representatives from key government departments, training institutions, and community stakeholders in the Eastern Province. It introduced DVV International’s scope of work and the broader Lifelong Learning and Adult Education (ALE) system-building approach, using a set of guiding questions to facilitate reflection, dialogue, and collaboration.
Through a collaborative mapping exercise, participants identified existing structures, service delivery mechanisms, and potential areas for improvement. They examined local challenges related to coordination, outreach, and access to skills development and career guidance, while also recognising the strengths of district-level institutions.
The participatory format encouraged active engagement and the exchange of diverse perspectives, allowing a deeper understanding of district-specific needs and priorities. Unlike the North Western Province, the Eastern Province presents a different socio-economic landscape, driven largely by agriculture and limited industrial activity.
Discussions revealed the agricultural value chain as a promising entry point for creating scalable, inclusive, and locally relevant models that can inform future strategies for youth employment and lifelong learning in Sri Lanka.
