Representatives from Kosovo participated in the Eastern European Professional Forum on Adult Learning and Education (ALE), held from 16 to 18 June 2026 in Podgorica, Montenegro. The Forum brought together experts, researchers, representatives of universities, civil society organizations, and relevant institutions from six countries of Eastern and South-Eastern Europe: Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine.
The Forum aimed to strengthen participants’ professional capacities in analysing national Adult Learning and Education (ALE) systems, while fostering the exchange of experiences and good practices among the participating countries. The event marked the beginning of a structured working process through which national working groups will analyse challenges, priorities, and opportunities for the further development of adult learning and education in their respective countries.
At the Forum, Kosovo was represented by Mr. Ramadan Alija, Head of the DVV International Kosovo Office; Ms. Ryve Prekorogja, Head of the Lifelong Learning Sector at the Ministry of Education and Science (MES); Prof. Dr. Teuta Danuza, Professor at the Faculty of Education at the University of Prishtina “Hasan Prishtina” and an expert in the field of education; and Mr. Granit Brajshori, Project Manager at the Kosovo Education Center (KEC).
During the Forum, Kosovo’s representatives presented the current state of the adult education sector in the country, highlighting both the achievements of recent years and the challenges that continue to affect its development. Discussions focused on the importance of lifelong learning, improving access to educational opportunities for adults, strengthening interinstitutional cooperation, and developing policies that respond to labour market needs and support social development.
Participants had the opportunity to receive feedback and recommendations from international experts, as well as to contribute to the development of a common analytical framework that will be used to assess national adult learning and education systems across the region. In addition, thematic discussions explored current trends and developments at the European level, including the promotion of lifelong learning, social inclusion, skills development, and the role of adult learning and education in addressing economic and demographic challenges.
For Kosovo, participation in this Forum represents an important opportunity to strengthen the analysis of existing policies and practices in the field of adult learning and education, as well as to identify concrete priorities for the further development of the sector. Within this process, the national working group will continue its analysis of the adult learning and education system in Kosovo, identifying key challenges and formulating recommendations that can contribute to the advancement of policies and practices in this field.
The results of this process will be presented at a final online meeting with various stakeholders in adult learning and education and policymakers, while the identified priorities will serve as a basis for further planning of activities and interventions at the national level.
Kosovo’s participation in this regional initiative demonstrates the continued commitment of institutions and partner organizations to promoting lifelong learning and strengthening the role of adult learning and education as a key factor for the country’s social, economic, and democratic development.
