On 28 April 2026, the workshop titled “Organizational Development of Youth and Adult Education Centers (YALEC) in Kosovo – Presentation of Curriculum InstitutionALE”, with the aim of strengthening the capacities of these centers.
The event brought together representatives of DVV International in Kosovo, Mrs. Katrin Denys, Regional Director of DVV International for South Eastern Europe and the Caucasus, as well as representatives of NGO THY/ YALEC Prizren, YALEC Peja, and YALEC Vushtrri.
At the opening of the workshop, Mr. Ramadan Alija, Director of DVV International in Kosovo, presented the organization’s strategic framework in the field of adult education, structured in three levels: macro, meso, and micro. At the macro level, the focus is on supporting public policies and integrating adult education into the national system; at the meso level, on strengthening the institutional capacities and staff of partner organizations; and at the micro level, on the implementation of concrete programmes and courses for the community.
Mrs. Katryn Denis then presented Curriculum InstitutionALE as a practical framework for the organizational development of adult education institutions, highlighting the importance of institutional analysis, governance improvement, quality assurance, and increasing community impact.
During the workshop, participants discussed the education system in Kosovo and the important role of adult education in supporting socio-economic development and the labour market. They also identified the main stakeholders in this field, including public institutions, municipalities, civil society organizations, and the private sector.
In conclusion, the further development of YALEC centers was discussed, with a focus on expanding the program offer in areas such as financial education, digital skills, civic education, and personal development. The continuous improvement cycle was presented, encompassing needs identification, evaluation, planning, capacity development, and monitoring, as an internationally recognized approach to enhancing institutional quality. Concrete steps were also identified to improve institutional management, increase service quality, and strengthen cooperation among the centers.
