Study Visit on Youth Empowerment for Digital Governance in Estonia

From 26 to 31 August 2025, a delegation from Kyrgyzstan visited Estonia as part of the Youth Empowerment for Digital Governance project. The initiative is funded by the European Union with co-funding from the German Federal Ministry for Economic Cooperation and Development, and is implemented in Kyrgyzstan by DVV International together with the Public Fund Institute for Youth Development.

The delegation brought together representatives from all seven regions of Kyrgyzstan. Among the participants were specialists from local governments (ayil okmotu) as well as leaders of youth initiatives who actively cooperate with municipalities. They work in the social sector, youth affairs, and digital development, and play a key role in supporting young people at the local level.

The program in Estonia included meetings with the Estonian National Youth Council, the Ministry of Education and Research, and the Tallinn Education Department. The group also visited youth centers in Tallinn and Viimsi to learn about community-based youth work and participatory budgeting in practice.

A special highlight was the visit to the TI-Hüpe Foundation, which brings together government institutions, universities, and the private sector to advance innovation in artificial intelligence and digital governance. The study visit concluded with a cultural program, presentation of participants’ action plans, and a certificate ceremony.

For the Kyrgyz participants, the visit was not only an opportunity to discover Estonia’s advanced experience in digital governance and youth engagement, but also a chance to bring back practical ideas and inspiration to strengthen youth participation and digital solutions in their own regions.
