Yesterday in Konjic, a presentation was held on the analysis of legal and sublegal acts in the field of adult education in Bosnia and Herzegovina. The analysis was prepared by DVV International – Country Office for BiH in cooperation with Amir Duhović, a lawyer with many years of experience in adult education, who presented key findings and recommendations through a detailed review of the legislative framework.
The aim of the analysis was to determine the level of legal and sublegal regulation in the field of adult education. Meeting participants discussed challenges in the implementation of regulations, the role of adult education providers, and possibilities for improving the legislative framework through mutual support among administrative units.
Special attention was given to provisions such as:
- forms of adult education,
- adult education providers,
- cooperation with chambers of commerce and employers' associations,
- status of andragogical staff,
- issuance of certificates,
- financing and supervision.
Adult education today represents a foundation for economic development, reducing unemployment, strengthening civil society, and personal growth of each individual. Therefore, investments by the state – i.e., the competent levels of government responsible for education – must be key to the development and monitoring of this field. The results of the analysis contributed to a precise determination of the level of legal regulation in adult education. The meeting concluded with the definition of next steps aimed at harmonizing legal regulations and adopting bylaws prescribed by law in those administrative units where they are still missing.
