Kosovo’s Participation in the Regional Youth Academy on Adult Learning and Education (ALE)

From 28 to 30 April 2026, the Regional Youth Academy on Adult Learning and Education (ALE) was held in Istanbul, Turkey, organized by DVV International within the framework of the “Continental Exchange” project (Intercontinental Exchange Programme), in cooperation with the European Association for the Education of Adults (EAEA)

The event brought together 20 young professionals from civil society organisations (associations, networks, ALE centres, etc.) from six countries: Kosovo, Bosnia and Herzegovina, Armenia, Georgia, Ukraine, and Moldova.

Kosovo was represented by Ms. Raisa Nurkovic, Director at the NGO “Mladi Volonteri” in Peja; Ms. Mevlude Pacolli, Project Assistant at DVV International office in Kosovo; and Mr. Valmir Malakaj, Trainer at the NGO THY/YALEC Prizren.

Kosovo’s participation in this Academy represented an important opportunity for professional development, exchange of experiences, and strengthening regional cooperation in the field of adult learning and education. During the activity, key topics were addressed covering various aspects of ALE, ranging from its basic concepts, purposes and functions to different forms of learning, including formal, non-formal and informal education.

A strong focus was placed on the role of adult education in society, particularly its connection to democracy and civic education, as well as reflection on existing practices and key challenges in the field. The programme also explored how adults learn, drawing on both theoretical and practical approaches, with the aim of developing a more comprehensive understanding of ALE.

In addition, the ALE ecosystem was analysed, including key actors, target groups and partnerships at different levels. In this context, European policy frameworks, current trends and strategic directions in the development of the sector were also discussed.

At the global level, international ALE frameworks were addressed, including the role of UNESCO and the Sustainable Development Goals (SDGs) of the United Nations, as well as the influence of global developments on policies and practices in adult education.

The Academy helped participants better understand the purpose of adult learning and education, how adults learn, and how education providers operate, while also reflecting on the influence of systems, policies and funding in this field. It also created space for reflection on common regional challenges, particularly regarding the limited recognition and support of ALE at institutional and policy levels.

Overall, Kosovo’s participation in the Academy is expected to contribute to strengthening professional capacities and advancing adult education practices in the country, supporting the promotion of lifelong learning and social inclusion.
