DVV International in Ukraine announces a tender for the evaluation of the project “Reintegration of War Veterans through Educational Opportunities,” which is being implemented from October 15, 2023, to December 31, 2024, in 7 communities of Ukraine with the financial support of the Federal Foreign Office of Germany.
Project goal: The reintegration of war veterans and their families into civilian life by enhancing their professional knowledge and skills, as well as their competitiveness in the labour market.
Individuals, groups of individuals, and organizations with the following qualifications are invited to participate in the tender:

At least 5 years of experience in the field of development project evaluation and having conducted at least 2 evaluations of similar projects (please provide proof of this experience).

Demonstrated in-depth knowledge of evaluation/research methods and tools.

Excellent analytical and writing skills.

Proficiency in English and Ukrainian.

Experience and knowledge of the veteran sphere in Ukraine will be an advantage.
To participate in the tender, you must submit a complete package of documents, including:
a) CV of the individuals/teams participating in the evaluation, with a description of relevant experience;
b) Technical proposal covering the following aspects (no more than 5 pages):
a. Proposed detailed methodology
b. Work plan, including detailed implementation steps with a timeline
c. Internal quality management
c) Financial proposal with a description of 1) key services and their costs, and 2) the total number of expert days and their cost.
All proposals must be submitted in English. Only proposals that meet the requirements specified in the Terms of Reference will be considered.
