On April 23–24, 2026, DVV International Moldova, in partnership with the Moldova State University of Moldova (USM), organised a workshop focused on developing elements of an Open University within the Resource Centre for Continuing Education (CRFC). The event brought together more than 18 participants – CRFC specialists, faculty leadership, and heads of departments – for a hands-on strategic reflection on the future of adult learning within the university.
The workshop was facilitated by two experts from Estonia, Julia Reinman (Tallinn University) and Ülle Kesli (University of Tartu), both with extensive experience in lifelong learning. Drawing on established models from Estonia, the sessions provided practical insights into how universities can evolve from traditional continuing education units into dynamic, open learning ecosystems aligned with labour market needs.
The agenda combined international perspectives with a close look at the Moldovan context. On the first day, participants explored Estonia’s legal and organisational framework for adult education, examined case studies from leading universities, and discussed emerging trends such as micro-credentials and diversified learning offers. This was followed by a joint analysis of the current situation in Moldova, identifying strengths, gaps, and development opportunities.
The second day was dedicated to practical work: defining an institutional model adapted to USM, outlining a strategic vision and identifying key priorities. The participants developed a preliminary concept for the Open University from the perspective of a new role in the context of the existing structure, discussed possible target groups, types of programs, funding mechanisms and governance, and finally outlined a short- and medium-term action plan.
Through this initiative, DVV International Moldova reinforces its role as an active promoter of adult learning and education (ALE) and a reliable partner for higher education institutions in Moldova. The development of an Open University at CRFC marks an important step toward expanding access to education, creating flexible learning pathways, and strengthening a culture of lifelong learning.
