VOCATIONAL COURSES IN TWO PENITENTIARY INSTITUTIONS IN TAJIKISTAN

In December 2020, within the framework of the project "Promoting Access to Social, Economic, and Cultural Rights to Prisoners and Ex-Prisoners in Tajikistan" (SECRET-3), started the process of vocational courses for 20 female prisoners in the penitentiary institution #3/8 Nurek city and 20 male prisoners in penitentiary institution #3/6 Yavan district. The project is funded by the European Union and the German Federal Ministry for Economic Cooperation and Development.

Teachers, masters of these professions, adapted their curricula to organize training, taking into account the regime in the penitentiary institutions. In addition, during the training, all precautions for contamination of COVID-19 (masks, antiseptics and social distance) will be observed.

By completion of the vocational courses, women will receive the professions of "Bakery and confectionery" and "Hairdresser-stylist", and men will obtain professions of "Carpenter" and "Welding". It is important to note that at the end of the vocational courses all students (prisoners) will receive state certificates. This will help them find a job after release and give them the opportunity to improve their economic situation, socialize in society and not to be in a difficult life situation leading to an offense.

Vocational courses are organized by the project partner PO “Jahon”, in close cooperation with the state institution "Adult Education Center of Tajikistan", which provides vocational course teachers. In 2021, it is planned to conduct vocational course for 20 male prisoners in penitentiary institution #3/6 Yavan district on the profession of "Sewing".

Project "Promoting Access to Social, Economic, and Cultural Rights to Prisoners and Ex-Prisoners in Tajikistan " (SECRET-3) is implemented by DVV International in Tajikistan in partnership with the local partners-PO ”Bureau on Human Rights and Rule of Law” and PO “Jahon”. The two-year project will contribute to the protection of the rights of one of the most disadvantaged groups of the population - prisoners and ex-prisoners, paying special attention to the realization of their social, economic and cultural rights in Tajikistan. The project will cover 300 prisoners in the penal institutions #3/8 in Nurek city and #3/6 in Yavan district, as well as over 1,100 ex-prisoners disappointed with the realities of social and economic life after release in 10 cities and regional centers of Tajikistan, including Dushanbe, Khorog, Khujand, Bokhtar, Vakhdat, B. Gafurov, Vose, Penjikent, Devashtich and Dzhaikhun.

Prisoners of 2 penitentiary institutions will be involved in educational and production activities on the basis of penitentiary institutions. This allows prisoners to acquire new knowledge and skills, as well as engage in income generating activities in order to improve their living conditions.
