Prospects for creating Learning Territories in Tajikistan

DVV International Country Office in Tajikistan financed by the Federal Ministry for Economic Cooperation and Development (BMZ) has held a meeting on the evening of December 2, 2022 in Dushanbe on the topic of "Establishment of Learning Territories and innovation in Adult Learning and Education to speed the socio-economic development of Tajikistan up." Representatives of the Ministry of Labor, Migration and Employment of Tajikistan, representatives of state and non-state adult training institutions and the representatives of a private sector took part in this event.

DVV International Country Office in Tajikistan financed by the Federal Ministry for Economic Cooperation and Development (BMZ) has held a meeting on the evening of December 2, 2022 in Dushanbe on the topic of "Establishment of Learning Territories and innovation in Adult Learning and Education to speed the socio-economic development of Tajikistan up." Representatives of the Ministry of Labor, Migration and Employment of Tajikistan, representatives of state and non-state adult training institutions and the representatives of a private sector took part in this event.

Jamshed Kuddusov, a labor market expert, made a presentation on the topic. He mentioned about the Sustainable Development Goal 4 according to which we strive for make education quality, inclusive and fair, promoting lifelong learning opportunities for everyone.

“To achieve this goal, we should always be thinking of updating our knowledge. We should think about how we can provide conditions for access to new knowledge to all residents of the country: regions, cities, villages, remote villages. And in general, provide access to educational resources. There is a concept of UNESCO aimed at the development of a network of learning cities, learning territories and learning societies. To achieve the goal, we can take an example from this concept", said Jamshed Quddusov.

Quddusov also mentioned that UNESCO has created a global network of learning cities, which currently includes 294 cities from 76 countries. 

UNESCO defines a learning city as a city that:

  • effectively mobilizes its resources in every sector to promote inclusive learning from basic to higher education;
  • revitalizes learning in families and communities;
  • facilitates learning for and in the workplace;
  • extends the use of modern learning technologies;
  • enhances quality and excellence in learning; and
  • fosters a culture of learning throughout life.

According to Jamshed Quddusov, the implementation of the "Learning City" concept contributes to Tajikistan's achievement of the UN Sustainable Development Goals and in the conditions of Tajikistan, it is possible to organize a city, district or educational territory.

"For example, job fairs are held in Tajikistan. But why not to organize fairs of educational organizations and learning opportunities? Such fairs can help to cover the population with various education services, in turn, an educated population is a good basis for achieving the Sustainable Development Goals," Quddusov added.

Another part of his speech was related to the State Institution "Adult Training Center of Tajikistan" of the Ministry of Labor, Migration and Employment of the Republic of Tajikistan. Quddusov said that these centers have been established in many cities and districts of Tajikistan, however their number should be increased to cover more population.

"Each district has at least 6-8 communities. It takes time and money to get from the communities to the district center. It is better to build ATC in communities. A good example of such experience is the development of a network of Community Learning Centers, the concept of which is being introduced by DVV International in several countries, and four such centers have been established in Tajikistan in cooperation with ATC," said Quddusov.

Faiziddin Qurbonzoda, Head of the Department for Primary Vocational Training, Adult Education and Craft Development of the Ministry of Labor, Migration and Employment of the Republic of Tajikistan, said that he supports the proposal to expand the network of CLCs in communities. According to him, the ministry has planned to implement such initiatives.

"There are efforts to build training centers in the communities with 2-3 classrooms for teaching necessary professions," added Faiziddin Qurbonzoda.

Manzura Juraeva, Head of LLC “Multikid, said that private sector representatives should be involved in creating the educational environment.

"If commercial structures are involved, this idea can be implemented in a shorter time. Government, business sector and SCOs must work together. Fairs of educational organizations and training opportunities can be a platform where the government, business and society should participate equally," Juraeva stated.  

At the end, it was proposed to develop the concept a leaning country. Participants suggested to organize additional meetings and discuss the development of the concept as it is not possible to discuss all the issues within one meeting.
