Overall objective of the project:

Empowering detainees before and after release to positive reintegration into society through education.

Objective of meso level:

Capacity building of the project partners on social reintegration of detainees after release on the practice of another country.

Objective of micro level:

Economic empowerment and access for pre- and post-released detainees to legal, social, and medical assistance.

Target group:

Pre- and post-released detainees;

  • 12 detainees, who have less than a year left before their release, will take a course in the branch of Vocational School No. 1 on the course "Pastry baker " in Colony-settlement No. 51 in Balykchy.
  • 120 detainees with less than 6 months left before their release will take a course “Preparing for Release”.
  • 120 detainees after their release will take a course "Integration and adaptation of persons released from prison".

Project activities:

  1. Training "Professionalization in organizational development as an adult education provider" for 2022-2024 y.
  2. Printing of manuals and memos for conducting reintegration and resocialization courses for convicts and those released from prison
  3. Courses for convicts "Preparation for release"
  4. Courses for former convicts "Integration and adaptation of persons released from prison"
  5. Vocational training course for convicts and clients of the Department of Probation at the Ministry of Justice (Pastry baker).  Repair work and arrangement of the study room. The process of training in the specialty "Pastry baker"

Results:

1.1 Conducting one 4-day training for organization staff on strategic planning, finalizing by the expert the developed strategic plan of the organization as an adult education provider.

2.1 500 detainees preparing for release or recently released from penal institutions received a leaflet and benefited from information after their release.

2.2 20 trainers and staff of the State Penitentiary Service and the Department of Probation under the Ministry of Justice of the KR received benefits and used the information when working with their target group.

3.1 120 detainees preparing for release within 6 months know where and how to get the necessary social, domestic, and legal services after release.

4.1 120 former detainees were trained how to search for a job, to   obtain professional education, social, medical, and legal services.

5.1 12 students, detainees of colony settlement No. 51 and probation   clients of Balykchy Department of Probation completed the 300-hours course and acquired the skills to work in the bakery industry. The branch of PL No. 1 in KP No. 51 received a renovated, equipped room for training on the course “Pastry Baker”. All needed kitchenware, ingredients will be provided during the period of the course.

Project partners:

The State Penitentiary Service under the Ministry of Justice of the Kyrgyz Republic (www.gsin.kg) is a government agency with which AFEW has been cooperating since 2004. Cooperation will be aimed at improving the quality of vocational training for detainees. New programs have been developed and tested to prepare detainees for their release. The activities will be carried out on the basis of Penal Institutions No. 3 in Novo-Pokrovka village and No. 16 in Belovodskoe village of Chuy oblast.

The Agency for Primary and Vocational Education (www.kesip.kg) is subordinate to the Ministry of Education and is responsible for state vocational education institutions. The cooperation is aimed at further improving the vocational training of detainees and introducing a new course. The activities will be held on the basis of the vocational school No. 1 in Balykchy town of Issyk- Kul oblast.

The Department of Probation under the Ministry of Justice of the Kyrgyz Republic (www.probation.gov.kg) - was created to ensure the security of society and the state, create conditions for the emergence and resocialization of probation clients, and encourage them to commit new offenses. Cooperation will be aimed at improving the quality of formal and informal training for probation clients. The events are held on the basis of the branch of vocational school No. 1 in Balykchy town and district probation departments in Bishkek.
