PF "Center for Innovative Technologies and Education": Approaches to building a system in ALE

PF "Center for Innovative Technologies and Education" conducts its activities at the macro level in the field of adult education. In general, this segment of education in the country is fragmented, there are individual organizations of the civil sector, whose activities are aimed at promoting and creating conditions for the development of adult education (ALE) in the Kyrgyz Republic.

In general, this segment of education in the country is fragmented, there are individual organisations of the civil sector, whose activities are aimed at promoting and creating conditions for the development of adult education (ALE) in the Kyrgyz Republic. 

In recent years, through persistent co-operation with partners, it has been possible to introduce such definitions as lifelong learning, lifelong education and non-formal education into the new law "On Education". In 2022-2023, in active cooperation with the Ministry of Education and Science of the Kyrgyz Republic, the Programme for the Development of Adult Learning and Education was adopted, and an Action Plan for the implementation of this programme was developed. The adoption of these documents by the state body is a confirmation of the state policy, which is aimed at promoting and developing ALE in the country.

Currently, our public foundation is carrying out its activities in the media promotion of this segment of education, as well as attempts to build a system that will unite the key players in this sector, as well as the main partners to build a structure of activities for the development and promotion of this sector.

The impetus for this activity was the piloting of the ALESBA (Adult Learning and Education System Building Approach) project in Kyrgyzstan with the support of DVV International. Based on the experience of implementation in other countries, as well as participation in the five-day training, we had the opportunity to look at ALE activities from the point of view of building systemic interaction, i.e. structuring existing initiatives. By the end of this year, an empirical evaluation of the system is planned to develop a structure and systematisation of activities at the macro level.
