DVV International began working in Tajikistan in 2003. Until 2009, the projects were carried out in cooperation with various governmental and non-governmental partners through the regional office for Central Asia, based in Tashkent, Uzbekistan. Since 2009, there has been a separate country office in Dushanbe.

Tajikistan ranks 129rd on the Human Development Index of the United Nations (2015), which includes 187 countries. Thus, Tajikistan is one of a group of countries with “medium-level human development”. Together with local partner organisations, DVV International implements measures to improve the quality of vocational education and training for disadvantaged groups. It supports the development and organisational development of the network of organisations of formal and non-formal adult education and is committed to improving the legal framework for adult education in Tajikistan.

Main focus of work

Improvement of educational offers for socially disadvantaged groups such as the unemployed, prisoners, women and youth, which are being offered labour market oriented training courses in cooperation with various adult education providers in Dushanbe and in different regions of the country.

Strengthening the capacity of adult education providers and other civil society and governmental partners: DVV International strengthens the capacities of its partners through the further training of educational and administrative personnel, the updating of curricula, and material help. The country office thus contributes to improving the quality of the courses offered in different regions. In order to improve the quality of career guidance for young people and adults, DVV International supports the state vocational guidance centre.

Strengthening of the Tajik Adult Education Association: DVV International supports and advises the Tajik Adult Education Association and implements training measures for its personnel. In addition, DVV International promotes the cooperation of the association with other adult education networks from the Central Asian region, but also with trans-national networks such as ASPBAE, the Asia South Pacific Association for Basic and Adult Education.

Promoting the national and international exchange of issues related to adult education: Through consultation, the use of international experts, study visits and the organisation of roundtables and conferences in collaboration with national and international actors, DVV International contributes to the improvement of conditions in the education sector. To promote international exchange, DVV International supports the participation of Tajik adult educators and decision-makers in regional and international events.

Partners

Among the partners of DVV International in Tajikistan, both state and non-state actors are included. Important governmental partners are the Ministry of Labour, Migration and Employment with the corresponding state adult education centres and vocational guidance centres; the Ministry of Education and the Sentencing Administration of the Justice Department. The non-governmental partners include the Tajik Adult Education Association, the NGOs “Youth House”, “Jahon”, “Bureau of Human Rights”, “Only” and “Madina”. Among the international partners, the German Society for International Cooperation (GIZ) and the European Training Foundation (ETF) should be mentioned.
