General project information:

DVV International will be implementing the 16-months project Local pilot projects at four locations in Uzbekistan to strengthen the resilience of the local population with a focus on particularly vulnerable groups (PVE)” with funding from the GIZ in Uzbekistan. The project aims at preventing radicalisation and violent extremism by enhancing the levels of information and capacity of local actors in order to increase the resilience of vulnerable groups to radicalization, namely youth, migrants, (ex)-prisoners, as well as generally people in precarious socio-economic life situations such as people lacking an income and perspective. This aim will be achieved by expanding offers in the fields of professional and civic education including basic religious knowledge, as well as psycho-social support and resocialization approaches, and by integrating international good practices and increasing the potential of partner organisations.

 

The Finance Manager/Accountant will work from the Tashkent office of DVV International in close communication with the project staff based in Tashkent, Nukus, Termez, Karshi, civil society organizations and stakeholders, to ensure timely and quality implementation of the project, within budget, and in compliance with DVV International and GIZ quality standards.

Scope of work:

  • Compliance with Management Guidelines, including accounting project management policies and procedures, financial reporting forms and formats, budgeting and budget control, internal control and audit procedures;
  • Organization and maintenance of budget control (budget execution, use of funds, etc.)
  • Check budget lines to ensure that all transactions are booked to the correct budget lines;
  • Control of project accounts, control of timely and correct reconciliation of accounts, bank and other accounting records;
  • Preparation of applications for replenishment of funds for project;
  • Prepare regularly financial reports/statements for the Country Director’s review and the funding organization;
  • Timely closing of the month in the accounting software.

Profile of successful candidate:

  • Bachelor’s degree in Accounting, Finance or equivalent;
  • At least 5 years’ relevant continuous work experience in a finance administration function;
  • Experience with donor funded projects;
  • Demonstrated experience in preparation of financial reports and budget variance analysis;
  • Working experience with bookkeeping software ‘1С’;
  • Working experience with bookkeeping software Winpaccs is an asset;
  • Fluency in English and Russian required;
  • Good communication and interpersonal skills;
  • Teamwork skills and result orientation.

The successful candidate can start between 21 September and 01 October, depending on the duration of the selection process, with a probation period of three months.
