Social services for people with disabilities in the rural areas of Tajikistan

Since July 2018, a social reception room for persons with disabilities began to operate in the city of Penjikent, Sogd oblast of Tajikistan. Reception staff consists of a social worker and a lawyer, who provide social support and legal advice. If necessary, they accompany applicants to government agencies and other relevant organizations to solve the problems of their daily lives.

Interview with a lawyer at the reception room., Penjikent

Since July 2018, a social reception room for persons with disabilities began to operate in the city of Penjikent, Sogd oblast of Tajikistan. Reception staff consists of a social worker and a lawyer, who provide social support and legal advice. If necessary, they accompany applicants to government agencies and other relevant organizations to solve the problems of their daily lives.

During its work, so far the reception has covered by its social services 49 people with disabilities, including 30 women. The main problems of the applicants were lack of identity documents (passport, birth certificate) and lack of necessary equipment for independent movement.

One of the first to contact the reception was Siyovush Shomurodiyon (21 years old), from a low-income family, a resident of the village located far from the city who did not have a passport. After consulting with a lawyer and receiving support of a social worker, he received a passport already in August of this year, and later prepared his documents to receive social support from the state.

In addition to requests for obtaining identity documents and for registration for social benefits, several young people with disabilities applied to the reception desk who wanted to get a higher and specialized secondary education, but were not familiar with the criteria and procedures for obtaining social benefits for this category of population. For example, after consulting the reception staff, Dustzoda Dinmukhammad (18 years old), a resident of the village of Gusar, entered the first course of the Russian language faculty of the Pedagogical College of Penjikent. 

In addition to providing social services, the reception centers serve as a platform for exchange of experience and non-formal education. Similar social reception centers also function in the city of Dushanbe and in the District of Rasht. In general, social services and legal advice have so far been provided by the three social reception offices to 134 people with disabilities, including 69 women.

This activity is carried out within the framework of “Promotion of social change and inclusive vocational education” Project with financial support from the European Union and Federal Ministry for Economic Cooperation and Development of Germany. The project is implemented by the Representative Office of DVV International in the Republic of Tajikistan in partnership with the Association of Adult Education of Tajikistan and the local NGO “Ishtirok” (League of Disabled Women).
